(a)(i)持有由香港的大學頒發的運輸學、城市規劃學、市區規劃學、經濟學、土木工程學、環境學、商學、公共行政學、地理學或社會學學位,或具備同等學歷 (持有地理學或社會學學位的申請人,所修讀的科目或取得的學分,最少應有四分之一屬相關的學科,方符合入職資格) [附註(1)];或(ii)擁有香港運輸物流學會的正式會員資格(根據此項資格而獲取錄的申請人入職薪酬為總薪級表第13點,即每月港幣22,165元); 
(b)在綜合招聘考試能力傾向測試試卷考獲及格成績[附註(2)及(5)];及 
(c)通曉中、英文。申請人須符合語文能力的要求,即在綜合招聘考試兩份語文試卷(中文運用及英文運用)取得二級成績,或具備同等成績[附註(2)至(5)]。 
(註:申請人須在2013年12月7日舉行的政務主任╱行政主任╱貿易主任╱運輸主任聯合招聘考試(下稱「聯合招聘考試」)中考獲及格成績。[附註(6)至(11)])
註: (1) 現正修讀大學學士學位的應屆畢業生也可申請;申請人如獲錄用,必須在2013/14學年內取得所需學歷資格才獲聘任。 
(2) 綜合招聘考試能力傾向測試的成績分為及格或不及格,而中文運用及英文運用試卷的成績則分為二級、一級或不及格,並以二級為最高等級。於2006年12月及以後考獲的中文運用及英文運用試卷的二級及一級成績和能力傾向測試的及格成績永久有效。申請人如已在過去的綜合招聘考試中,取得所需的能力傾向測試、中文運用及英文運用試卷有效成績,即已符合上述職位入職條件的(b)及(c)項。 
(3) 香港高級程度會考中國語文及文化、中國語言文學或中國語文科C級或以上的成績會獲接納為等同綜合招聘考試中文運用試卷的二級成績。香港高級程度會考英語運用科或General Certificate of Education (Advanced Level) (GCE A Level) English Language科C級或以上的成績會獲接納為等同綜合招聘考試英文運用試卷的二級成績。 
(4) 在 International English Language Testing System (IELTS) 學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的成績的人士,在 IELTS 考試成績的兩年有效期內,其IELTS成績可獲接納為等同綜合招聘考試英文運用試卷的二級成績。IELTS 考試成績必須在職位申請期內其中任何一日仍然有效。 
(5) 申請人若現時並沒有所需綜合招聘考試成績,或同等成績,但已另行報考於2013年10月5日在香港或於2013年12月7日在北京及其他6個海外城市舉行的綜合招聘考試及基本法測試(學位╱專業程度職系)也可申請,其申請只會在申請人在上述的考試取得所需的綜合招聘考試成績後方獲處理。 
(6) 合資格的申請人,如具備所需綜合招聘考試成績或同等成績,會獲安排應考於2013年12月7日舉行的聯合招聘考試。在香港以外地區居住或就讀的申請人可於同日在北京或其他6個海外城市中的一個應考該聯合招聘考試。 
(7) 由於審核所有申請需時,申請人獲邀請參加聯合招聘考試並不表示其已符合所申請職位的入職條件。 
(8) 具備所需綜合招聘考試成績或同等成績的合資格申請人如果於2013年11月25日仍未收到有關聯合招聘考試詳情的電郵,必須立即致電(852) 2537 6429或電郵(csbcseu@csb.gov.hk)與公務員考試組聯絡。 
(9) 所有要求覆核聯合招聘考試成績的申請,必須在發出是否獲邀參加面試的通知後一週內以書面提出並送達公務員考試組(地址:香港添馬添美道2號政府總部西翼7樓718室)。逾期的覆核申請,將不獲處理。請注意,覆核聯合招聘考試成績的結果可能使申請人原本考獲的分數向上或下調整或維持不變。 
(10) 為提高大眾對《基本法》的認知和在社區推廣學習《基本法》的風氣,所有公務員職位的招聘,均會包括《基本法》知識的評核。申請人在基本法測試的表現會繼續佔其整體表現的一個適當比重。然而,該測試的成績並不會影響其申請以上職位的資格。原則上,申請人的學歷、經驗和才能仍然是考慮其是否適合獲聘用的主要因素。 
(11) 政府並不會在海外展開招聘二級運輸主任的工作。不過,由於今年在北京及其他6個海外城市都設有試場,在香港以外地區居住或就讀的申請人,可選擇參加2013年12月7日在北京及其他6個海外城市舉行的聯合招聘考試。然而,考生請注意,二級運輸主任的招聘遴選面試只在香港進行。
職責: 二級運輸主任主要負責協助執行以下職務:(a)管理、監察、分析和檢討公共交通服務、橋樑╱隧道及停車收費錶╱停車場設施、復康巴士服務和駕駛訓練服務的運作;(b)蒐集、更新、評估和分析所有營運╱財務數據,藉以研究如何釐定公共交通服務的票價、策劃殘疾人士交通服務,以及設置停車收費錶和停車場設施;(c)管理各項道路交通安排和交通管理計劃,並評估新的交通管制及管理技術的成效;(d)處理交通及運輸緊急事故,並在緊急事故交通協調中心當值;(e)就運輸署負責的公共交通及管理服務,擬定╱統籌招標工作,並評估接獲的標書;以及(f)就違反運輸署所執行的《道路交通條例》及附屬規例的罪行,研究蒐集所得的證據是否可予接納╱充分,並建議應採取的檢控行動;以及擬備傳票,並以檢控人身分出庭。(註:運輸主任可能須不定時工作及執行戶外職務、輪班工作及「隨時候召」職務。)
聘用條款: 獲取錄為二級運輸主任的申請人通常會按公務員試用條款受聘三年。成功通過試用期後,將獲考慮按當時適用的長期聘用條款聘用。
附註: (a) 申請人於獲聘時必須已成為香港特別行政區永久性居民。

(h) 政府的政策,是盡可能安排殘疾人士擔任適合的職位。殘疾人士申請職位,如其符合入職條件包括於2013年12月7日舉行的聯合招聘考試中考獲合格成績,毋須再經篩選,便會獲邀參加遴選面試。 
(i) 持有本港以外學府╱非香港考試及評核局頒授的學歷人士亦可申請,惟其學歷必須經過評審以確定是否與職位所要求的本地學歷水平相若。有關申請人須遞交全部修業成績及證書副本,包括有關學術機構所簽發的文憑╱證書、成績單及列明有關課程的授課形式(例如全日制╱兼讀制、在當地院校授課╱遙距授課等)的證明文件副本。申請人如在取得上述學歷前已獲取其他學歷,也應盡可能提供有關的學歷證明文件副本,以方便進行學歷評審的工作。請勿附上任何文憑或證書的正本。經互聯網遞交申請的人士,應將其修業成績副本及證書副本郵寄到香港添馬添美道 2 號政府總部西翼 7 樓 722室公務員事務局。現正修讀最後一年課程的應屆學士學位畢業生,則須在申請書內註明於畢業試後可獲取的資格。至於本地學歷,申請人在現階段毋須附上證明文件副本。

Entry Requirements: Candidates should have - 
(a)(i) A Hong Kong degree in transport studies, town planning, urban planning, economics, civil engineering, environmental studies, business studies, public administration, geography or sociology, or equivalent (Candidates with a degree in Geography or Sociology should have studied at least 1/4 of the total number of papers or credit units in relevant subjects in order to qualify for appointment) [Note (1)]; or (ii) Chartered Membership of the Chartered Institute of Logistics and Transport in Hong Kong (Candidates appointed under this entry requirement will be remunerated at Master Pay Scale Point 13, i.e., HK$22,165 per month); 
(b) A Pass in the Aptitude Test in the Common Recruitment Examination (CRE) [Notes (2) and (5)]; and 
(c) A good command of both Chinese and English and have met the language proficiency requirements of Level 2 in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent [Notes (2) to (5)]. 
(Remark: Candidates will be required to pass the Joint Administrative Officer / Executive Officer / Trade Officer / Transport Officer Recruitment Examination (JRE) to be held on 7 December 2013 [Notes (6) to (11)].)
Note: (1) Current final year undergraduates may also apply; if selected, appointment will be subject to their obtaining the requisite academic qualification within the current academic year (i.e. 2013/14). 
(2) Candidates’ results in the Aptitude Test (AT) paper of the CRE are classified as Pass or Fail, while the results of the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. Level 2 and Level 1 results of the two language papers and Pass result of the AT paper obtained from December 2006 onwards are of permanent validity. Applicants with valid requisite results in the AT, UC and UE papers obtained in previous CREs are deemed to have met the entry requirements (b) and (c) of the post. 
(3) Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to Level 2 in the UC paper of the CRE. Grade C or above in Use of English of the HKALE or English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to Level 2 in the UE paper of the CRE. 
(4) An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period. 
(5) Applicants who do not possess the requisite CRE results, or equivalent, but have filed a separate application for the coming Common Recruitment Examination and Basic Law Test (Degree / Professional Grades) to be held on 5 October 2013 in Hong Kong or on 7 December 2013 in Beijing and six overseas cities may also apply. Their applications will be processed subject to their obtaining the requisite CRE results in the aforesaid examination. 
(6) Eligible applicants with the requisite CRE results, or equivalent, will be arranged to sit for the JRE to be held on 7 December 2013. Candidates residing or studying outside Hong Kong may take the JRE on the same date in Beijing or any one of the six overseas cities. 
(7) As it takes time to process all applications, an invitation to the JRE does not imply that the concerned applicant has met the entry requirements of the post(s) being applied for. 
(8) Eligible applicants with the requisite CRE results, or equivalent, should immediately contact the Civil Service Examinations Unit by phone at (852) 2537 6429 or by e-mail to csbcseu@csb.gov.hk if they do not receive the e-mail notifying candidates of the relevant details of the JRE by 25 November 2013. 
(9) Any request for review of examination results of the JRE should be made in writing and should reach the Civil Service Examinations Unit at Room 718, 7/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong within 7 days from the date of notification as to whether an applicant is invited to attend selection interview. Late requests will not be entertained. Please note that a review of JRE results may lead to upward, downward or no adjustment to the original marks. 
(10) For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Under the prevailing practice, results of the BL test for degree/professional grades will constitute an appropriate weighting in a candidate’s overall assessment. However, the result will not affect a candidate's eligibility for applying for the above post. As a general principle, the main consideration for suitability for appointment remains a candidate’s qualification, experience and calibre. 
(11) There is no overseas recruitment for the Transport Officer II post. However, given the availability of examination centres in Beijing and six overseas cities this year, applicants residing or studying outside Hong Kong may choose to take the JRE to be held in Beijing and the six overseas cities on 7 December 2013. Such applicants should however note that selection interviews of the Transport Officer II recruitment exercise will be conducted in Hong Kong only.
Duties: Transport Officers II are mainly deployed to assist in the following duties: (a) administering, monitoring, analyzing and reviewing the operations of public transport services, bridge / tunnel and parking meter / car park facilities, rehabus and driving training services; (b) collecting, updating, assessing and analyzing all operational / financial data for the purpose of public transport fares determination studies, transport planning for people with disabilities, and provision of parking meter and car park facilities; (c) administering road traffic arrangements and traffic management schemes; and evaluating the efficiency of new traffic control and management technique; (d) handling traffic and transport emergencies, and manning Emergency Transport Co-ordination Centre; (e) formulating / coordinating tendering exercises and evaluating tender submissions in respect of public transport and management services under Transport Department; and (f) examining the acceptability / adequacy of evidence collected and initiating prosecution action to be taken on offences in contravention of the Road Traffic Ordinance and Regulations administered by the Transport Department; and preparing summons and appearing in court as prosecutor. (Note : Transport Officers may be required to work irregular hours, perform outdoor duties, shift duties and “on-call” duties.)
Terms of Appointment: A new appointee to the Transport Officer II rank will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she will be considered for appointment on the prevailing permanent terms.
General Notes: (a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and diplomas/certificates stating the mode of delivery (e.g. full-time/part-time, on campus/distance learning, etc.) of the study programmes. To facilitate assessment of qualifications, the documents on any prior qualifications obtained should also be supplied as far as possible. Do not send any originals of diplomas/certificates. Those who apply on-line should submit copies of their official transcripts and certificates by post to the Civil Service Bureau at Room 722, 7/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. Current final year undergraduate students should state in their applications the qualifications they would attain on completion of the final examination. Copies of local qualification documents are not required at this stage of application.
